42 U.S.C. § 7521(a)(1) · Open source
The Administrator shall by regulation prescribe standards applicable to the emission of any air pollutant from any class of new motor vehicles or new motor vehicle engines that in the Administrator's judgment causes, or contributes to, air pollution reasonably anticipated to endanger public health or welfare.
Establishes: EPA's baseline statutory authority to set new-engine emission standards for motor vehicles.
Plain English: This is the source of EPA's authority to issue heavy-duty diesel rules. Structural reform of new-engine standards has to change this section, not just an implementing regulation.
